By which I mean, by whom were laws enforced? I know of the Vigiles of Rome itself, but what about more far-flung places like Britannia? Did military garrisons serve as ad hoc law enforcement? Were there dedicated professionals?
On the money right there, though large enough cities might have had their own vigiles. Even the praetorian guard did a bit of policing, at least around Italy
