How volatile was Britain during the Days of May?

While reading up on the development of the franchise in Britain I came across a reference to this event. It strikes me as something with the potential to be a very interesting PoD. But how close was Britain to developing a proper insurrection or even a civil war at the time?

Slight bump. The reason I ask is I wonder if Wellington had felt secure in his ability to call on loyal forces might he have tried to face down the opposition and could we have seen Britain take a more illiberal path.
