How to keep Henry VIII powers?

Statutory instruments have become a big issue in Britain as of late, due to concerns that Theresa May's government will use them to help speed along the Brexit process. They are often titled Henry VIII powers, due to Henry VIII's forcing through of the Statute of Proclamations in 1539, however, this act was repealed in 1547, consequently, the terms seem slightly at odds with one another.

My query is this, how might one enable the statute of 1539 to remain in place, so that monarchial proclamations can carry the same weight as legislation passed through Parliament?
 
Probably impossible given the rising powers of parliament following personal union with Scotland, the War of the 3 Kingdoms, Glorious Revolution, and English and Scottish Acts of Union, Acts of Succession, Irish & British Acts of Union etc.
However avoiding or mitigating the W3K will increase the powers of the Monarch, delaying parliamentary union of the 3 Kingdoms until simultaneous but having a unified privy council would also maintain the executive role of the Monarch and thereby increase their legislative role.
Such a move would keep the entire Privy Council as The Government rather than the Parliamentary members of it.
Since almost all legislation originates fron Government these days I'm not sure much of a distinction would be madeib such a scenario between which individual it originated from since the Monarch would only pass it to nonPC members of Houses of Parliament if they backed it.

Okay interesting, delaying the acts of union or making it more of a united front, alongside the minimisation of the war of the three kingdoms, seems as though it would work also. I also imagine that there would need to be more done on the omnarch's side for financial sense also
