How to improve communist Albania economy after 1961?

On November 7th, 1961 First Secretary of the Albanian Party of Labour Enver Hoxha criticized Soviet government under Nikita Khrushchev as revisionist. In the aftermatch Eastern Bloc cut all ties with communist Albania.

How he should steer Albanian economy during his reign (until 1985) to make it stronger? Assuming of course that bunkers would not be built in such insane quantity.

I thought about something like this:

Strenghtening agriculture by mechanization of state-owned and collective farms, popularization of fertilizers.
Agreement with Western countries and/or China about import of machines, machine parts and others (They could be self-efficent after that).
Strenghtening chromium industry.
Make some pro-Western policies. Something like: Maybe we are communist but we are against Soviet Union so they would be humiliated when you help us.

This guy saw Stalin as last communist ruler of Soviet Union and even Stalin cooperated with Westerners to build industry.
 
They're going to need to drop the planned economy, draw foreign investment, and diversify their economy. Maybe their wine industry catches on and boosts their economy to make needed changes.
 
Dropping planned economy and encouraging foreign industries would need some serious crisis. You don't change policy if it works. Just see China - they adopted NEP-style reforms when it became clear that Great Leap Forward and Cultural Revolution harmed the nation. Or Soviet Union - planned economy was not working properly so Kosygin tried to decentralize it while Gorbachev liberalized economy by introduction of private enterprises. In Poland baby boom generation was achieving adulthood in late 1960s and early 1970s. Gomułka economic policy failed and he was replaced by Gierek who built many industries in Poland.

What would be such event needed to convince Hoxha/his successor after split with Soviets that there are needed reforms?

Wouldn't be more probable that Hoxha would just invest more money in other branches of industry by creation of another state-owned enterprises?

Albania doesn't really have anything to offer. Hoxha might not want to change things up, but if things are to improve he's going to have to change...or find Saudi Arabian oil level reserves in Albania.
