I have a quick question regarding the Quasi-War with France. In our timeline, it didn't escalate too much, and was resolved by Napoleon in 1800.
Let's say the US this timeline includes Quebec and Nova Scotia, and still comes into conflict with France in the same manner. Would the war escalate further? Would the French try to foment any rebellion in Quebec against the US, or perhaps try to impress Quebec sailors into service on French ships? Is there a way to escalate it just enough that it just pushes the Quebeckers more firmly to see themselves as 'Americans' rather than anything else?
