How to extend the red scare to 1989?

What would be necessary to make the USA keep his strong anti communism well into the late 80s? There is any realistic succession of presidents that could result in that?

The Red Scare was by its nature a temporary sense of hysteria, so I think it is likely to burn itself out, after a short period of time, maybe there would be longer term legislative effects of it that continue way beyond, but the scare itself would not last.
I think what is more likely is a third red scare taking place in the 1980s. There was one after WW1 after the Soviet Union was formed, another after WW2 as it expanded, logically the heightened tensions of the 1980s could have led to another one, perhaps if America had a more prominent radical left, as Britain did at this time.

Could Jimmy Carter do something stupid enought to fire a red scare?

Even Johnson and Nixon were both concerned about another Red Scare had Saigon fell during their administrations. But who would have led another Red Scare should Vietnam fall? Goldwater, Reagan, or Helms?

Newt Gingrich. If we expand this to the early 90s in a successful Red Army coup timeline, race riots in LA and documented commie infiltration of Rodney King defenders could make shit bad especially if Ross Perot doesn't hand the election to Bill Clinton.

If there was another RS following the fall of Saigon, expect to see Jane Fonda behind bars, John Lennon deported back to England, Kissinger disgraced and discredited, and this even butterflies McCartney's Wings over America tour in 1976. Any other ideas?
How would this also affect Hollywood?
