By now, I'm moving towards to just have Russia puppetize the rest of Kazakhstan. Would that be possible?

oh come now surely you jest, they also used a compass and the tried and true throwing of darts at the map to designate boarders!
Possibly, but if you're going to carve out parts of Kazakhstan to add to your own country, don't expect to keep hold of a puppet regime without copious amounts of lethal force.

Yeah--for instance, think of just how difficult it would be for Russia to puppetize Ukraine in 2016-2017 in our TL.
Aside from the fact that it would take a lot of military force, the question remains: why? If Russia wants to control all of Kazakhstan it would probably be easier (or at least take the same effort) to hold all of Kazakhstan than to take some and puppetize the rest.
