If the Reich defeated and occupied the USSR up to the Urals early in the war (1941-1942) how successful would they be at extracting resources from the East especially if they’re still at war with the WAllies?

How much would their wartime capability/performance improve in the short term?
 
The Nazi state was incompetent due to many factors that would all effect their ability to properly and efficiently extract and make use of these resources. The inherent flaws of a dictatorship, with the overlapping layers of authority of the party, the state, the SS, Hitlers need to put everyone and office against each other plus the high probability of partisan activity and sabotage will hamper any effort. The effort needed would negate much of the benifits in the long run.
 
I think they'd be successful enough for the Germans to live well, they'd just take everything they wanted/needed. Beyond that, the needs for survival in an environment would 'motivate' the locals to extract resources efficiently enough so they don't starve or bring the wrath of the Nazis down upon them.

my view has always been if USSR collapsed Axis would be able to clear the Baltic and Black Seas, seize remaining Soviet naval and merchant ships, and solve some of their transportation problems.

they would be able to exploit the coal of Donets and oil shale of Estonia, probably a lot less successful extracting food from Ukraine and Kuban (but we know who is starving first)

Especially in the "short run" they would be rather ... "successfull" : they woud need simply to rip whatever they find in terms of invensment goods (industrials goods) apart and transport it to germany.

One of the reasons for mass starvation of the Soviet PoW in 1941-42 was that the Germans were hard pressed to transport supplies to their own armies. Feeding the prisoners adequately was not practical.
