How much more stable/secure must the country be for FDR not to run for or win in 1940

I think regardless of what is going on both foreign or domestic FDR runs for a 3rd term.

Now, for winning...that really depends on who the Republican's run in '40. If Taft had soften his isolationist stance on getting into the war, he'd might have won the nomination. Same with Vandenberg. Dewey's relative youth (38 in 1940) pretty much what doomed him from the start of the convention. Willeke had jumped ship from the Dems and was the convention's dark horse compromise candidate.

Taft's really the most likely candidate, seeing the reality of the situation in Europe and softening his stance on the possibility of getting into it, he probably gets the nomination. This would probably take some kind of open threat by the Nazi's on US soil to change his mind...
