Several of your options, by the light of the original timeline, are utterly irrelevant to Mussolini's decision to declare war, unless Mussolini possesses a time-machine or a crystal ball, since they refer to events going differently which in the original timeline took place after Mussolini had already declared war (night of the 10th/11th June, 1940).
