I could've sworn there WAS some movement for "justice" (i.e., war) in the wake of the Lusitania, IOTL...

Maybe a little in the northeast. But straight after the sinking, Congressional leaders came to Wilson to caution him (probably needlessly) that a war resolution wouldn't fly. Of course the TTL Congress might be Republican, but even if it were (not certain if TR's election was close), there was just as much opposition to war among Republicans as among Democrats - possibly more. If he talked war he'd be told to cool it.

You do know that TR and Cabot Lodge were really close, in real life, right?

Perfectly - and if anything Lodge was even more bellicose than TR - but in 1915 even he was cautious in his choice of words. He knew it was too soon.

I voted 4, but not the 4 in the poll, so if that was the only option I would pick 3.

I think he could have not run in '08, lost to a Democrat, than won in 1912 and 1916, or *possibly* served 2 terms as a Progressive in 1912 and 1916.

But, there was too much fatigue with the GOP by 1912 for him to win in 1908 and again in 1912. Yes, it could be argued that Wilson didn't win a majority of votes, but not only did TR take votes from him, too, most likely, but also, he hadn't been President since 3/4/1909 so there wasn't as much TR fatigue as there would have been had he been President for almost 12 y3ars.

How on earth is he supposed to manage that?

Eight years before, with a very uninspiring candidate in a straight fight with TR, the Democrats still got nearly 38%. In 1912 they are "on a roll", having already taken the HoR by a thumping margin, so they are certainly not going to do any worse than 1904. That means they won't lose more than four percentage points from Wilson's OTL performance - probably a lot less. Even if they did, and all 4% went to TR (both points highly doubtful) that still leaves him with only 31% - still well behind.

He might just conceivably win if he can take the Republican nomination away from Taft (though again it's far from assured) but as a third party candidate - forget it!

TR can have a third term in 1908 if he chooses to run, or in 1920 if he lives that long, but 1912 is almost certainly never going to happen.

Would voter acceptance start becoming a part of it?

I know some older Senators/Representatives keep getting elected because they've been in office as long as new voters can remember and have become habit.

I don't know how that would work for the President though.
