How many nukes?

So, I am writing a timeline based around a Cold War gone hot during he Cuban Missiles Crisis.

Due to my lack of ideas of where get decent/accurate information, I've been asking myself some things:

1) What would be the maximum number of nukes that could be launched without causing extremely large swaths of the Western hemisphere to turn uninhabitable, but also just enough that USA and USSR could nuke each other while also having nuclear bombs/missiles to spare to bomb countries that are aligned with the opposing side?

2) On the above, what could be a plausible list of "secondary targets"? I guessed that Cuba, East Germany, Finland, and the Baltic countries would be NATO's choices, while the USSR would target West Germany, United Kingdom [also because they would likely follow suit with the USA], the Netherlands, Italy [If they figure out that the United States was hosting nukes there], Turkey [Ditto], Japan and South Korea.

3) Was the number of nukes owned by both sides known to the general public, was it all classified or a mix of both?*

EDIT: Also found a document describing the creation of SIOP-63, which would be the plan in place at the time of the Crisis. The really interesting stuff is still redacted but it does comment on warheads allocated, etc. Important for you is that SIOP-63 implemented holds on China and any/all of the WARPAC nations if so directed by NCA.

That's not the SIOP, which is still classified, but a briefing on it.

The full SIOP would have line-by-line details of each DGZ, the device and fusing to be delivered, and the flight plan for the bomber or missile designated to deliver it. The chance of it being declassified is less than the chances of simultaneously winning all fifty State lotteries.
 
It's been a while but I believe that the USSR could reach the USA with about 300-350 warheads in 1962, most on about 150 bombers and the rest on missiles. However it had over 1000 bombers and over 100 missiles that could reach theatre targets.

In contrast the US had something like 650 bombers and 130 ICBMs that could reach the Soviet Union. On top of this they had hundreds of missiles and thousands more medium range bombers forward based around the world that could reach the Soviet Union.
