Permanently. You just need Prussia suitably clobbered in a war. Eventually romantic nationalism wears off and people get used to their own states as they become democratic.

Republicanism in the G.Confederation was often followed by German nationalism, in no way are you going to see democracy developing during the 19th century in those countries without some kind of union with other states happening, of course there is a door open in the 20th century but it would have still ended with some medium sized unions(Thuringia for example). The south-north is a good division line, but anything more than that becomes unlikely(but still possible ofc).
