How rural and non-industrial would South Wales have to remain to preserve the language there throughout the industrial revolution and until today in 2015? South Wales's industrialisation brought in mass immigration from nearby counties of England as well as Ireland, and the number of English speakers here reached the critical level required to make the community language English. In rural parts of Wales, this process either took a lot longer or still is not complete today.
So how rural would South Wales have to remain to save the language not just there but also in West Wales? Can the welsh language afford to have at least one city surpassing the 50,000/100,000 mark in 2014?

Also with Wales having a smaller population but a more welsh speaking one, would Welsh nationalism do better or worse than OTL?
