How fast could the Freedom tower be built?

Well, we are reaching 9 years since 9-11, and there is still a hole in downtown manhatten. They've had plans to build the "Freedom Tower" on ground zero, but it hasen't yet.

I was wondering, how early could the United States government get this tower built after 9-11? What are the political obstacles that would face this in the early Bush Administration?
 
One problem with the Freedom Tower was that they kept dithering over what it'd look like. Then when they finally settled on a design, they realised how ugly it was and redesigned it.

I guess if you were to have a new building built as soon as possible, it'd just be rebuilding the Twin Towers (better fortified internally, perhaps).
 
Dam I like the name freedom tower. They say it will be done in 2013 but I reckon it may take longer.

Also I suggest several batteries of surface to air missiles on the roof cause you never know....
 
The Empire State building went up in less than a year, and it was over-engineered (no computers back then, so engineers deliberately jacked up the tolerance way past what they needed to be. I guess older structures can be safer in someways) and that was eighty years ago. If they put their backs into it, this new tower could be up just as fast.

Yeah. I mean, the Empire State has survived a plane crashing into it (unfortunately, this has been used as evidence by the conspiracy theorists. As you said, they put a lot more support into it).

So, lets say major design competition, planning etc. for 4/5 years so that we get a building everyone wants. Then give it 2 years as a taller structure with more stuff to go in (extra lifts etc.). That gives us a completion date of 2007/8. We could scale back a little on construction of WTC1, while using the resources to get the other towers up as well, to give construction dates in the 2009/10/11 region, and a grand opening of the entire complex by September 11 2011.
