Let's go with a standard Hannibal wins over Rome scenario and assume a relatively indirect Carthaginian empire of tributary state/influenced states with Carthage having hegemony in trade but not being as intensive an empire as the Romans. How does Carthage interact with the Berber states over time? How does the Garamantes kingdom of extensively irrigated settlements in the Sahara desert develop, with several centuries to go until their OTL collapse in 500 AD?
