How do I get this America, post-1936?

What sort of relations would this US and the Empire enjoy?

I learned my lesson in https://www.alternatehistory.com/discussion/showthread.php?t=125119 , so...

I was asked to write an AU of Numb3rs, and was given free reign (and might write a Nero Wolfe mystery in this AU while I'm at it). (though after that last thread, i nearly emailed them and apologized that I wouldn't be able to write it).
I know the overview of what I want to have, but am not entirely sure how to achieve it...and if it weren't for reading "details create plot opportunities" in many writing books, I'd say I don't care how I get there -- but I do, so I'm asking for help.

Need: Nazi Germany is crushed completely and utterly.
the Empire of Japan survives and controls more than just the Home Islands.
Japanese-Americans were interned for the War years.
Prefer (plot-wise) but not required: Asian-Americans needed to (and still do?) have ID badges, even if civilians.
Question: Would public perception of ethnic groups (ie Tamils) be ruined in the US of this AU if their militant arm (ie, Tigers) were financed by the Japanese Empire?

(doubtful my Life On Mars muse will bite, though I'd love to hear if the UK would differ from the US in any options on the poll)
yes, there's a poll... :)
