How could this have happened?

"How could this have happened?", that was what George III wondered when he was forced into exile in St. Hellen Island by the new colonial authorities of England. The English forces debilitated by several wars in Europe and the Americas were unable to face the argentinian expeditionary force. Barely thirty years ago the english were the undisputed masters of the seas, and now a nation that had recently reached independence had invaded them and reduced proud old England to the status of a Colony.

"How could this have happened?" wondered the old King...
 
It would seem that in this double-blind what-if, Argentina, after gaining independance in 1781 in the background of Tupac Amanru's restoration of the Incan Empire (from Chile to Columbia) and the American Revolutionary War, became an empire rather then republic and was somehow taken over by Naplyon Buyonparte at the start rather then after a very bloody coup. Thus Argentina managed to build up a great fleet earlier and, rather then prosaically lose it in the Battle of Guinea, managed to interfere with the ARW...
