How can we get a Modern Industrialized Country have Open Borders?

Not as in, immigrant friendly. Meaning allowing anyone in who doesn't look like they are carrying a serious communicable disease. They'll take in rich, poor, white, black, whoever. In any numbers so long as they can find a place to stay. Anyone can work there, go to school, stay at a families house, or do whatever indefinitely. POD is 1960.
 
What if a Stalinist Soviet Union lets people come into the country. Once they get there they are thrown into prison camps to do forced labor.
 
I thought of doing something like this but going one better. Anyone born outside the country can come into the country and have full citizenship. But people actually born in the country are barred from citizenship for the entirety of their lives. They exist to be exploited by the immigrant-citizens. I didn't go there because there have been too many places that came uncomfortably close to exactly this system.

If it had no social services and a robust policy to kick out the indigent it could work. The problem with open borders and a generous welfare state is that the poor and others will migrate there and create a drain that will either bankrupt the state or cause the citizens to restrict their benefits so that 'freeriders' can't use them.
 
Wasn't the US technically like that in a few period during the 19th century? At least in the periods when there weren't specific restrictions on race.

You were admitted as long as you didn't have any obvious disease.
 
Historically, the US in the 19th century was the closest that reality has got to this.

The big problem with this kind of scenario is that the influx of migrants into a country will only have no negative effect on the existing population if they are essentially coming into not just "virgin land" but also expanding "virgin markets". The migrants have to be able to proportionally contribute to the collective production possibility frontier. The westward expansion of the United States and the annihilation of existing communities (Native Americans) essentially created "greenfields" which allowed people to migrate into 'open' territory in a way which supplemented the existing economic actors in the country by providing them with greater access to labour, raw materials and markets.

I don't believe it's a coincidence that social conservatism in the United States has arisen until there were no more significant places to "fill". But that's another discussion, I guess.

Not going to happen. Not voluntarily. If you open the doors to all but those with severe illness etc, things will soon get swamped. Transportation in the modern world is cheap enough, remember that folks using smugglers pay way more than buying a plane ticket so that if all you need to do to move from your current country which is a dictatorship, a theocracy, or just an economically depressed mess is the price of a plane ticket...

Unlimited immigration from places where life sucks to a place where life is good will soon "equalize" things. This is sort of like the economic concept of bad money driving out good.

This does NOT imply immigration is necessarily bad or wrong, just that unlimited/uncontrolled movement will have bad consequences.
