How can one get austria to restore her monarchy?

I want to add one thing here--if France doesn't fall in 1940 and thus Hungary remains neutral and avoids being taken over by the Soviet Union, then Horthy might try doing what Franco did in Spain and have Otto von Hapsburg succeed him as head of state after his death. After all, if Franco could restore the Spanish monarchy, why exactly can't Horthy do the same with the Hungarian monarchy?

Because all of its neighbours, except maybe Austria, would be opposed.

The plan called for 2 weeks except that due to the fact that there were various equipment shortages IIRC most of the Serie A units weren't up to their full strength until early 1940 was it? And due to the fact the French air forces sortie rates were horrendous I wouldn't risk it just stick to the pre-war plan and things are less likely to go wrong

Best way to have a surviving Hapsburg monarchy, at least in Hungary, is to have the Allies accept Archduke Joseph Augustus as King. He was popular, was already Regent of Hungary and had survived several coups in less than a year unscathed.

Wouldn't that require a renunciation of the rights to the throne by the male Hapsburg family members who are more senior than he is, though?

I dont think anyone in the Allies would really care. Or the Hungarians. Plus Joseph, before the communist coups, got Karl to release him from his allegiance to the Kaiser (Karl) to form a national, Hungarian government. So it'd defiantly be their say. And given he already had heirs, the Hungarians would probably be glad to have a Hapsburg if it wasn't a Austrian one anyways.
