How can Middle Eastern wildlife do better?

With a PoD of 1900, can Ostriches, Lions, Tigers, Bears, Leopards, Cheetahs, Wolves, Crocodiles, Oryx, and other animals with notable declines make comebacks or get reintroduced?

Is it possible to get a sizable park that is home to Lions, Leopards, Cheetahs, Hyeena, Bears, Wolves, and Crocodiles all present?

Well, since you only listed carnivores, it might be hard. First, ensure the prey animals survive in great numbers. Second, have a belief in Islamic thought supporting a varied ecosystem and/or a ruling entity which supports royal and/or noble hunting grounds. Third, find some way to limit the population growth outside the major river systems. Most of the listed animals were eradicated to enable human farming and herding activities. Remember the sling from the story of David was to kill or drive off predators.

Well, there’s also the fact that some areas that are most conductive for life, the people have a rather.....cavalier attitude towards firearms and hunting.

Its very difficult. Middle East had constantly drying since Roman Times, its population had grown exponentially, and most animals on your list is dangerous to people. And you need to type of parks : Mountainous forested types for wolves and bears, And Semi Forest with Wide Open Space for Lions and Ostrich. And some of animals, like Tiger, had very limited ranges. I think reintroduction in far future after population decline is our best bet.
