How and Why could the KGB merge with the GRU

Was it possible for the KGB to ever merge with their arch-rivals the fiercely-independent GRU anytime from WWII onwards? Given the fact that it was the Chairman of the KGB, and not the GRU Director, who had had a seat at the Politburo, it seems incredible that there was never any serious known attempt to bring the GRU under the aegis of the KGB.

GRU was and still is part of the army. And army had and still has enough influence to stop it. Besides, according to Viktor Suvorov, Soviets believed in competition between secret services. Also, they wanted to avoid a possible situation, when army officer complains he could not complete his mission because KGB had given him bad intel.
