Holy Roman empire of the X Nation

What are the possibilities that the Pope crowns a man from somewhere else than Germany as Holy Roman Emperor? So then later a state, like maybe "Holy Roman Empire of the Frankish/Britannian/Hispanian/Italian/whatever Nation" develops?
 
The imperial title was tied up to italian kingship : whoever controls Italy even partially, could have a chance.
Of course, being crowned does not guarantee at all it would last historically up to an HRE. For that, you'll need a relativly hegemonic power over nobility, having enough ressource to enforce the title.

Basically, anyone that can't have access to Italy are out, feudal fragmentation makes France having low chances, Italy as a whole isn't powerful enough.

The possibilities are clearly low.

A detail, the name of the empire.
"Holy" appears only during Otton III, in a epic move to piss off Byzzies (before that he had the same title than Basileus aka, Emperor of the Romans) and to keep pontifical power (that used the same title of "holy") institutionally challenged.
"of the ... nation" appears only in the late middle-ages, in order to keep the imperial title for themselves, insisting on a non-universal role to prevent neighbours to intervene, and to prevent inside non-german nobles to takeover.

It's really not a given that these terms would appear in an ATL.
 
Perhaps a more powerful Asturias or a strange series of PODs creates an independent powerful Christian Kingdom controlling Hispania. Perhaps that ruler could displace the Carolingian Empire, conquer Italy, and become the Emperor.

Bonus points in that situation because the *"Holy Hispanic Empire" would actually occupy territory of the former WRE.
 
Wasn't Richard, Earl of Cornwall, elected as king of Germany in 1256 as a rival candidate to Alfonso X of Castile. Maybe have the pope crown Richard instead of merely the Archbishop of Cologne, and he can be Holy Roman Emperor - and if Henry III were to die without children - of the British Nation.
 
The only interesting possibility here for me is Italy, but there's only a narrow window for it, and it's even then immensely difficult to do. So much of the HRE's history was shaped by very specific and not necessarily likely events that creating some sort of analogous situation is immensely difficult.
