Holy Alliance intervenes in South America

At the Congress of Vienna, the tsar of Russia wanted to stop the Spanish American colonies from getting their independence and becong, *gasp*, republics!

If Russia, Prussia, and Austria had helped Spain, could independence have been prevented?
 
The Holy Alliance doesn't have the naval potential, France is war-weary and probably definitely not interested, especially considering independence would once more give them access to Latin American markets that the Napoleonic Blockade had shut them out of. That leaves Spain, Russia, Austria, and Prussia. What are three land based powers going to do to help Spain, with it's pitiful navy and forces worn after years of occupation?
