Hitler's Decision to execute all Allied POWs (especially captured air crews) in February 1945

After bombing of Dresden in 13-15 February 1945 , Adolf Hitler in a storm of rage briefly considered even agreed a proposition from Josef Goebbels to execute all captured Allied airmen in Stalags then all other POWs in prisoner of war camps in clear violation of Geneva Convention. When this was pointed out Hitler dismissed them remarking that if enemy retaliates against German POWs at their hands it would be so much better since a German before deserting or surrendering would think twice under those conditions. Most of Hitler's governing inner circle from Ribbentrop , Doenitz especially Speer eventually managed to change his mind eventually though.

If Hitler went through with this order how would this effect relations between Allies and post war occupied German population and (if Allies again were willing to creatre a West Germany all over again) Cold War era ? Would Allies be harsher towards Germany , maybe more willing to implement Morgenthau Plan ?
 
Harsher punishment of German leaders. 'Endgame 1945' is a useful primer for starting a understanding of how the Allies planned and executed the occupation & the effects of nazi activities on changing occupation policy. It also gives a feel for how Hitlers spew of orders to exterminate this or that group were haphazardly & infrequently executed

Given the 'Save My Ass' mentality of the nazi leaders, from the top to the lowest SS lance further I'd expect the orders would be circumvented in many cases. Luftwaffee & SS guards would be frantically telling their interrogators how they heroically saved their particular batch of Allied aircrew.
 
Like the Nero Order it’s too late. The regular military even with its more honorable generals purged knows the war will be over in a manner of weeks and were busy at this point in time trying to figure out which group of WAllies they wanted to surrender to.

They weren’t going to screw that up and hang themselves by listening to the crazy man raging in his bunker.

Pretty much. You end up with another batch of war crime trials at Nuremberg for the most fanatical 15% and nothing really changes in the end..
