Hitler in power, but under greater influence of DNVP/not capable of becoming a dictator?

So, recently I've been thinking about these two scenarios:
1) It's often said that Hugenberg allied with Hitler because he believed he could control him and be the de facto ruler of Germany. What if in this timeline he manages to do so (however unlikely this may seem)?
2) Possibly as a result of Hugenberg's attempt to control Hitler, The Reichstag Fire Act and the Enabling Act are met with strong opposition and are not passed, with Hitler still in power, but Germany also remaining a multi-party democracy (for a time, at least).

Do you think DNVP could eventually manage to become the dominant party in Germany? Would that see a possible restoration of the Kaiserreich? And how would the foreign policy of such Germany look like?
Or maybe the anti-democratic party would have been marginalized and a status quo would have been preserved?
Or communists possibly take advantage of the situation and stage a revolution?
Maybe the whole situation eventually plunges Germany into a civil war?

I think its extremly unlikely at least. The problem is not for the DNVP to have enough power (ok,it would be a problem,but relativly) but that the situation would be fundamentally unstable because Hitler was an extremly ambitious,reckless gambler. He would force a showdown where he either secures power completly or looses it all.
 
You must prevent Hindenburg's Februar 4th Decree and of course the Reichstag Fire Decree to prevent the rigging of the March 1933 elections, and the democratic bourgeois parties must not vote for an Enabling Act / Ermächtigungsgesetz. Given these three circumstances, the NSDAP/DNVP coalition would not have a majority in the Reichstag, it would not gain one in the March elections, it would not be able to officialise Nazi terror groups as organs of the state, and if it should push its OTL agenda too quickly, it could still be voted out by Vote of No Confidence.

The best chance for such a coalition government is earlier than 1933; look at the Baum-Frick-Regierung for an early example. In the middle run, it would either descend into full-blown Nazi rule like IOTL, or it would fall apart. A stable alliance led by the conservative elements is certainly out of the question, as it had no significant powerbase, no popular support and no idea what to do.
 
The problem with this scenario, and indeed all those based on 'containing' Hitler, is that all the groups who could do so constantly underestimated him. The groups who helped him into power all assumed they could control him and utterly failed to do so, why should the DNVP suddenly be able to do so? Bear in mind it wasn't just German politicians, businessmen and Generals who underestimated him, foreign politicians also entertained the delusion he was someone they could reason with. You would need a heck of a POD to stop Hitler gaining control once you let him near the centre of power.
