Hitler establishes an "independent" dutch state.

Collaborationists included the National Socialist Movement in the Netherlands (Nationaal Socialistische Beweging "NSB"). The NSB declared that the monarchy was abolished and that the Netherlands should support Germany in the war. 20,000 to 25,000 Dutchmen served in the German Army and Waffen SS. The NSB's leader Anton Mussert attempted to convince Hitler that he should be leader of an independent Dutch state, Hitler denied this request and Reichskommissar Seyss-Inquart remained the ruler of the Netherlands though Mussert was allowed to take the title "Leader of the Dutch People" and allow the NSB to continue its political activities.

What if Hitler was convinced by him and establishes an "independent" dutch state, would it stay loyal, or would Germany have to intervene to mentain order like they did in Slovakia in 1944?
 
How do you mean loyal? Mussert? Sure. The Dutch people? They wouldn't stay loyal, nor would they ever be loyal to a Nazi backed regime in the first place.

Well if you mean around the same time then the Germans are really screwed. The Soviets were too far away from Slovakia to turn the tide but the allies could easily have pulled off an early Market Garden.
 
If you want the NSB-party to get more popular support in the Netherlands, you should look to the way the Nazi-party got popular in Germany. There are two important difference:
1. Germany's economy had gone down the drain because of Versailles and the economic crisis of the 1930's.
2. Hitler was charismatic, while Mussert wasn't.

There are countless other differences, but I believe these two are the most important. So to get a larger support for the NSB-party in the Netherlands, you need to get these differences worked out.

First of all, the Netherlands should be more fixed economically on Germany at the time of WW I. I don't think it's necessary for the Netherlands to actually side with the Axis, only to be economically dependent of Germany. I don't know how this can be achieved. Does anybody else have an idea? A side effect of this would be that the Netherlands would have more people speaking German and would also culturally be more Germany-oriented, which would help people accepting a German regime or German-oriented government.
To solve the charisma question: this can be done easily with butterflies either making Mussert verbally stronger and thus more appealing for the large public or making someone else taking over the lead position within the NSB party in the early days, much like Hitler did with the NSDAP.

IOTL the NSB-party was at his height in 1935 with a support of 7-8 percent. From then on, the NSB lost votes due to the other parties and the government taking actions against the fascists pointing out that they could be in fact dangerous going as low as 3 percent when WW II broke out. ITTL the NSB-party should have a larger support of at least 15 percent by then and should be able to continue to gain support after 1935 resulting in either a support of more than 50 percent because of the fact that many people want the same "success" the Nazi-party had achieved in Germany in the late 1930's or a coup with a large but no majority popular support around 1938.
1938 should definitely be the most suitable year for the NSB to rise to power. It would give Hitler enough time to start taking the NSB serious and maybe even talk with them before starting his plans to invade Europe. This could even result in the Netherlands joining into the Axis by 1938. This would avoid the battle of the Netherlands. A total of 750.000 men, 830 aircraft and 759 tanks were deployed by the Germans resulting in around 3000 deaths and 5.500 wounded. This could all have been avoided if the Netherlands could have joined the Axis. And who knows where that could lead?

The only thing I need is a PoD in the late 19th century which would cause the Netherlands to be more Germany-oriented. Who has an idea?

I get the feeling that the reason Slovakia got an "independent" state and the Netherlands just got military administration is that Hitler wanted to eventually annex the Netherlands. A Slovak government would have been a useful puppet, a Dutch one would simply have been an obstacle when the time came.
