France would depend. If they are preparing for their Italian adventures then they may not give Columbus any support, a war in Italy is dangerous enough without testing the patience of their southern neighbor.

England. Maybe, it will depend if Columbus is persuasive enough.

On the other hand, sooner or later, one Hispanish ship will accidentally or not discover South America, like Cabral did in 1500.

On the other hand, without Castille ( at least without OTL Castille ) here, maybe Columbus never goes from Hispania and just keeps trading with Africa, like in OTL in 1480s?

So, I think that, without Columbus discovery in 1492, the Cabral will not have impetus to try to find an alternative way ( or ability to convince Henry VII ) so it might be possible that Cabral discovers the New World first, in 1500.

In this part I don't feel very comfortable speculating. We can't be 100% sure that Cabral's "discovery" was accidental, there are too many indications that the Crown had a vague idea that there was something there, the Kings were very secretive about the routes in this period*. You may see some ships being sent there just to make sure if there is any western route to be used, and islands to serve as possible bases.

*they were completely crazy about keeping everything secret. One guy managed to come from India to Portugal on a small ship with just two slaves and they burned the ship, killed the slaves and sent him back to India just to make sure that no one in Europe found out about this.

During the later reign of King Manuel. It all started because the guy wanted to be given command of a fort, and he received it in exchange for his silence, he even managed to outrun the caravel the Viceroy sent to imprison him! The king just bought his silence and the event was recorded just so that it could be remembered so that the future kings could know that that could happen.
 
Interesting. So, in a TL where Hispania follows ( mostly ) the steps of OTL Portugal ( without OTL Spanish competition ), will they try to take Phillipines ( with some other name ofc ) if they have Macao to trade with China?

Also, could they maybe take larger part of OTL Netherlands East Indies, thanks to greater strength than OTL Portugal?
