With a POD whenever have at least 20% of the German population be black Africans by 1945.

thats difficult, mainly because German's didn't use many slaves and after 1800 the slave trade dropped, germany industrialized and used its own population to fuel its economic growth. With a POD no earlier than 1800 have at least 20% of the German population be black Africans.
thats the only thing I can think of that is realistic in any sense.Indeed, this seems ASB because Germany never had much engagement with Africa. It's much easier to imagine France or the UK with a 20% black population. The easiest POD is something to do with WWII. Perhaps Germany is massively depopulated, as the result of a Morgenthau-type postwar arrangement, and it is necessary to import a huge number of laborers. By chance, these laborers are sourced from Africa, say Namibia. In the subsequent decades, they multiply and become a major part of the population.

Actually, speaking of French Guiana, does all of Germany need to be on the European continent? Because if they can have overseas departments like the French this seems comparatively easy. (Tanganyika as a German Algeria? Maybe the Dutch keep their South African territories and join in German unification?)20% it too much. 10% is much easier: have Germany take French Guyana in 1871 and more colonisation of Africa. They win WW1 and Mittelafrika becomes reality. Decolonisation in Africa and Guyana however goes really bad and many blacks (mainly the upeer and middle class) flee to Germany. Later they are also followed by lower class people. Since they have Mittelafrika passports and Germany has a social democratic chancellor at the time there are all allowed to come in.
Have Germany directly incorporate and assimilate its african colonies and the native populations. With a POD whenever have at least 20% of the German population be black Africans by 1945.

That corresponds to a bit lower than the percentage of black people in the US, for comparison.20% it too much. 10% is much easier
I don't know what kind of perception you have of social democracy, but it would take quite a bit more for that scenario to work - we're talking about millions of people coming in during a presumably short period of time.have Germany take French Guyana in 1871 and more colonisation of Africa. They win WW1 and Mittelafrika becomes reality. Decolonisation in Africa and Guyana however goes really bad and many blacks (mainly the upeer and middle class) flee to Germany.
