Anyway Hezb-e Islami Gulbuddin(HIG) could dominate the majority of Afghanistan similar to the Taliban

How would HIG govern if they held the majority of the country

Would the HIG still ally with al-Qaeda and would they be willing to hand them over

Pakistan supported him pretty much until forced to turn to the Taliban. Cause it wasn’t working So, guy had no chance. Unless Benezir Bhutto takes option 2, and provides open support to Hekmatayar in form of AirPower and commandos:

Could a successful 1990 Afghan coup open the door for Hezb-e Islami Gulbuddin taking power since they were allied with the coup plotters.

No. When Ms Bhutto returned to power in 1993, she was given a list of options, of which this was one.
Hekmatyar asked for direct intervention.
