Hekmatyar was less ideologically driven than Taliban
Also would listen to pakistanis more since his contacts with them go back to mid 70s

Does this mean Pakistan has less trouble in its own Pashtun areas?

Pakistan supported him pretty much until forced to turn to the Taliban. Cause it wasn’t working So, guy had no chance. Unless Benezir Bhutto takes option 2, and provides open support to Hekmatayar in form of AirPower and commandos:

The trouble post 9-11 was due to the American invasion. The tribal areas were quiet in those days.

No. When Ms Bhutto returned to power in 1993, she was given a list of options, of which this was one.
    Hekmatyar asked for direct intervention.
