If he survives and is fit and capable, different than if he is a semi-invalid
Whether or not reprisals occur on the same level could also alter policy - i.e. without such severity, then the British/Americans might consider another attempt, whether Heydrich or someone else
Without Heydrich dead, Kaltenbrunner could be a lesser player, and thus the question of war crimes afterwards etc would be judged differently
What role Heydrich plays later is also different - with him still alive, Himmler and Schellenberg would not be able to play their own end-game
