Henry the Chaste of Portugal

Henry I of Portugal was the last independent king of Portugal prior to the iberian union after his great nephew Sebastian died in Morocco in 1578.

He was also a cardinal in the catholic church and was capable of voting in 6 papal conclaves, though he didn't actually attend any of them.

Do we know if his royal status was why he didn't vote? And in terms of alternative history is there any chance of him being in the papal conclaves under different circumstances or, this is a longshot but, even actually becoming pope?

And if he did become pope what would happen when Sebastian died?

He actually voted in the two conclaves of 1555 (the one that elected Marcellus II and the one that elected Paul IV). He didn't go in the ones of 1559 and 1565 as he was probably very busy being the regent of Portugal for young king Sebastian. And by 1572 he probably considered himself too old to make the journey (being 60 at the time). Also, Sebastian probably needed him.
