Here is how I would create a German colonial state in the New World:
There is some speculation that a 1473 expedition led by João Vaz Corte-Real and Hanseatic German sailors Didrik Pining and Hans Pothorst discovered Newfoundland (identified as the "New Land of Codfish in some later sources). There seems to be some consensus that the Grand Banks off of Newfoundland were fished by European sailors before Columbus' First Voyage in 1492, so it is not unreasonable to assume it did, or could have happened.
You could have this expedition affirmatively discover Newfoundland. There is a fairly real chance that the Portuguese (who were focused on finding a route to India) could decide to avoid colonizing Newfoundland. At this point, a town or group of towns within the Hanseatic League could establish an outpost in Newfoundland (reaching it by a Northern route, perhaps utilizing the Portuguese Azores as a place to resupply) to attempt to monopolize their control over the Grand Banks fishing grounds. If done early enough, natural population growth will create a decently sized settler population that could be settling Nova Scotia (or even parts of New England) on largely their own accord (Newfoundland's soil is hardly ideal for farming, after German Newfoundland reaches a certain population, colonists will begin to look for greener pastures to feed themselves) by the time other European powers get to settling the region.
