Okay guys, because I can't figure out the best way on my own, I'm going to try something out. I'm working on my pathetic little TL, State of Nova Scotia, and I'm having difficulties determining how many seats the House of Representatives should have. Keep in mind, the Constitution is a wholly different organ in in OTL:



Basically, the members of the House of Representatives are chosen by a two-part process. Voters on a local level elect candidates from within their own state, a certain number of these candidates (determined by individual states) are sent to the federal level, where candidates from all states are pooled together. Then, by Sortition, the actual members of the HoR are determined.

Now, my problem is, how many seats are there?
These are the possibilities I've come up with:
As in RL, I could have it so that there is 1 seat per 10,000 citizens.. or,
Simply have 100 seats, meaning only 100 of how-ever many total candidates are chosen.. or,
A certain percentage (we'll say 10%, I dunno) of the total candidates are chosen, meaning, if there are 570 candidates available, there are 57 seats.
I'll post a poll that will allow multiple choices, in case someone like more than one option ;)
