A good question is what do a victory in the 30YW really means? I doubt the Habsburg as example could force all the Protestants to convert to Catholicism, especially as several Protestant states was allied to them. So you need to think about what are the military objectives of the Habsburg, how can they win, what kind of defeat are acceptable to their enemies.
I think the best case is fast deal with Protestants, where the Emperor guarantee the religious and secular liberties of the Protestant princes. But also that the imperial throne is made officially heritable and the Emperor get the right to elect Prince-Bishops in the Catholic ecclesial states.
