In 1944 the secret leaks and construction is stopped.

Britain is at war. Any whistleblower will get sort shrift, and the government will go ahead - its a pod which assumes modern attitudes.

Some sort of London airport will be needed after the war. If it isnt Heathrow Gatwick will probably be the main airport. But the need for one isnt just going to evaporate

But if the whistleblower reveals that a huge amount of money and the work of 3000 men is being used on a purely civilian project in wartime in the run-up to D-Day, then some will be thankful for the truth to come out.

Northolt - it was in 1952 the busiest airfield in Europe and served as a temporary London airport while Heathrow was being constructed. Not perfect, but ripe for development/expansion.

I don't think it could come out. The press was tightly censored and no-one will want the slightest hint about D-Day to get out into the press.

In fact even if the news did get out I'm sure that a lot of people wouldn't even take notice. 3000 men isn't an awful lot of labour.

This isnt 2012, its 1944 and Britain is at war. Completely different circumstances and attitude towards what is (then) a criminal offence, informing on a secret plan. Probably get him 25 years.
