Hearts of Iron IV "Fictionalization."

I've brought this idea up a few times but never made it is own discussion. Now I myself am not a modder, so unless someone decides to help make this a reality, I can only speculate. Basically the idea is to create a mod that both includes Fictional Characters into a Hearts of Iron game(other Paradox games could also have this done but World War II would be the most interesting to start in). Fictional Characters can also replace existing figures

Notes
Hynkel and Herring are the stand in/parodies of Hitler and Goring. Hynkel thus replaces Hitler in all contexts. Adolf Hitler in this Universe moved to America after World War I and became a science Fiction Writer(The Iron Dream), since his disappearance creates a world where the Soviet Union dominates without Nazi Germany to counter it, Hynkel was instead raised by time travellers to fill Hitler's place in history. One event will have a coup replaced Hynkel with a Jewish lookalike which, if not averted or discovered, will naturally lead to a complete political 180 and possibly Nazi Civil War among the members of the party.

Heinrich Kemmler is not just a Himmler stand in, but also a powerful wizard and leader of the Thule Soicety, responsible for many Supernatural Nazi based events like opening a portal to another universe(Fullmetal Alchemist: Conqueror of Shambhalla), and hunting for ancient artifacts(Indiana Jones series). Given how powerful he is implied to be in the Dresden Files(mentioned as being one of the most powerful sorcerers of all time). As such event surrounding his assassination should have flavoring like being killed by powerful sorcerers like Dumbledore(Harry Potter) or Yen Sid(Fantasia) if Britain or America has him assassinated, or using enchanted weapons. I also see this Kemmler as a composite with the one from Warhammer 40k.

Vandal Savage taking over is based on the Justice League episode "The Savage Time". Since he's immortal, his assassination attempts would also likely get flavoring, such as being presumed dead in an explosion with no body, being sent to another dimension or so on. Though the comic DC One Million revealed that an Atomic Bomb blast will evidently do the trick. Legends of Tomorrow gave another way to possibly kill him.

Johann Schmidt in the comics is implied to have been planning to betray Hitler and in the Movie does so. As such you can't expect Schmidt to remain loyal for long and create a civil war where he leads Hydra.

Strasse is the opposite, based on Heydrich's role in The Man with the Iron Heart, Strasse is prepared to continue fighting even if the War is over.

Colonel Wilhelm Klink leading a democratic Germany, likely in the event of Germany's defeat would do a lot to help explain how characters in crossovers tend to respond warmly to him despite him having been a Nazi. For example an episode in Batman 66' where Batman is friendly towards him and him being Homer Simpson's conscience in an episode of the Simpson's(which indirectly implies he's real when Homer asks if he got his letters and the Conscience says he's not really him, he's just assuming his form, making him make more sense if he's a real person). He could also just have claimed he was in on Hogan's plans and secretly helped them, at the very least him men claimed to "No nothing" of Hogan's actions.

Jon Frederson is a main character from Fritz Lang's Metropolis, which I place in the 1920's rather than the future. So Berlin is much more advanced, though the creator's death meant they couldn't exactly replicate it. Frederson is sympathetic towards a worker's revolution. in this context he helped the Workers overthrow their masters but Hynkel replaced him as the Worker's Party leader(allusion to the Nazi party starting as the Worker's party). So Frederson now hopes to overthrow Hynkel, he just so happens to have Communist views.

The Inca of Perusalem is a George Bernard Shaw novel obviously parodying Kaiser Wilhelm II of Germany with the possiblity that the titular "Inca" is not a real Inca.

Given the popular "King under the Mountain" trope, it could be possible to summon Otto Von Bludiron(expy of Otto Von Bismarck from Meccania the Super State, which itself is a stand in for Germany). However i doubt he'd be that powerful and be armed with just Middle ages technology. He'd also likely be tricked into helping the Nazis, and the truth could be revealed, leading to a situation where he returns to power.

Fearless Leader replaces Stalin, the real Stalin appears as Politician Joe Steele, having been born in America when his father immigrated. His name is either Josef Besstrashnyy or Besstrashny Leaderev when translated. he usurped control of the Soviet Union after the apparent death of Pasha Antipov and forced Bender into exile.

Ostap Bender was Antipov's intended successor and fled to Mexico when Besstrashny took over. He replaces Trotsky.

Antipov in this timeline, formed an alliance with the sorcerer Rasputin and was cursed by him into a Snow White, Sleeping Beauty esque sleep, hence why he is displayed in the way Lenin is OTL. Since he's cursed, it's possible to wake him up and for him to take back control, possibly kicking out the Fearless Leader and unbanishing Bender.

Melehkov is based off two Cossacks who fought against the Bolsheviks, so him falling into opposing Communism just makes sense.

Anastasia's survival is of course taken from both the Rodgers and Hammerstein musical and the Animated Don Bluth film. Should Rasputin be defeated or not be in Russia, and the Communists be overthrown, her return could be arranged(likely due to Rasputin having clouded the minds of the people into turning against the royal family).

Alexei was smuggled to New Zealand in Mirror, Mirror and was also turned into a vampire. However this detail could be hidden and possibly revealed should another Vampire leader like Dracula emerged.

Natasha Romanova, the Black Widow herself in the Comics was a relative of the Romanov's, she would be very young by this time, having just entered Red Room training, but if things improve and Fearless Leader isn't running things, she may become a royal.

Gregory Arkaddin, a weapons dealer based on Stalin, played by Orson Welles.

Rasputin himself, evil undead sorcerer, likely to be killed by Anastasia or the BPRD, will probably be helping out the Germans as in Hellboy.

Koschei the Deathless, a mysthical figure who created the world's first Horcrux, placing his soul in an egg. If someone finds the egg and manages to destroy it, then this will successfully defeat Koschei. Koschei has two enemies, Ivan the Fool, or Ivan Tsarevich, a figure in Russian Fairy tales who here became Ivan the Terrible, and Baba Yaga, who will actually help someone kill Koschei. To add one more reference, Baba Yaga could slaughter a town that displeased her and leave one survivor, a boy named Jardani Jovonich.

Not much to say about Brown and Heppenstall.

Spry is a bit more interesting. Scarlet Traces concerns the aftermath of the War of the Worlds and so he's obsessed with invading Mars rather than on Earthly matters. He's meant to be a Neville Chamberlain stand in, except that he ignores the European threat in favor of an offworld threat.

Rupert Catskill is a Churchill stand in from Men Like Gods, which was written before Churchill became Prime Minister.

William Bunter, a character which could also serve as a Churchill analogue.

Edmund Blackadder, because why not? The V is a nod to if we considered all the Blackadders in the series to be related than he would be the 5th.

Whitlow is a Dictator who takes over before he is killed in a coup. Making him the perfect Candidate for Big Brother.

Wharton is canonically Big Brother in the League of Extraordinary Gentlemen and could possibly take the role if Whitlow dies.

Emmanuel Goldstein is an unseen(possibly having no photo) figure who apparently helped establish the Ingsoc government before turning traitor and fleeing. However, the Big Brother Government was canonically established in the late 1940's, sometime around 1945 or 1948. So he'd start off working with Ingsoc only to be declared a traitor and flee. He then would either lead a communist revolution(as a parallel to Trotsky and Stalin) or would flee to Israel, since his name is Jewish. He is also tied to wizards here since his name implies a connection to Tina and Queenie Goldstein from Fantastic Beasts.

Gerald O'Brien would possibly brainwash Winston Smith into assassinating Big Brother. Though Big Brother can always simply "live" on his own as a figurehead.

Spode and Webley are both Oswald Moseley analogues, so they'd have to be included.

The Royal family is mostly the same but with different depictions. Edward VIII plays up his Nazi Sympathy views in pop culture. George VI is Colon Firth's King's Speech version. Gloriana and Anne are alternate names for Queen Elizabeth II. This is due to Queen Elizabeth being replaced by Queen Gloriana from The Fairie Queen and Queen Anne being from the Avengers.

King Arthur is another "King in the Mountain" example and is prophecized to return when England needs him. It's possible for Merlin or someone to revive him to charge into battle with Excalibur.

Hayden and Kimberley are both based of Communist spy Kim Philby.

Timothy Hobson is a Prime Minister who in the Guardians, takes over and rules as a fascist. However, him being a Communist spy is a nod to Agent Lavender, in which Prime Minister Harold Wilson(who's tenure Hobson takes), is a communist spy.

I also considered making Snowball and Napoleon from Animal Farm Communist Leaders, but I doubt they'd rise to Prime Minister positions. More likely whoever's in charge of England would have to deal with the Manor Farm crisis.

Varney is the starting President, having won in 1932 in this timeline. He is mentioned as having defeated Betty Boop and Rufus Jones, both of which had short films depicting their candidacies. As a reference to an episode of Voyagers! Franklin Delano Roosevelt became a director instead of a Politican, directing Dealer's Choice, this timeline's stand in for the Jazz Singer.

The 1936 election is between Windrip and Trowbridge. Given Windrip's landslide victory in the original story. It is ensured his victory would cause civil war and a split of the country like in Kaiserreich. This causes Jake Featherston to restore the confederacy. Joe Steele and Lee Sarason may also betray. Phillip Dru(who ends a civil war in his own work) can take over to restore order. it could also leader to Steele taking over. Like in It can't Happen Here and Kaiserreich, a Douglas MacArthur stand in steps in to take over, in this case two possible ones. Haik is more willing to take over, while Howell is loyal to the US and will go onto fight Japan rather than attempt to takeover. Craig Stanley is likely a placeholder President. If Windrip is exiled as in the book, he could takeover France if it becomes Fascist or being handed control of it by the Nazis.

The 1940 election is between Stephen Wayne and Ted Scott. Scott is based off Charles Lindbergh, who turns the US Fascist in the Plot against America, though he could end up succeeding Windrip. Scott like Lindbergh in the book could be killed in a plot by the Nazis. Wayne would receive much advice from his advisor and cousin, Bruce Wayne.

The 1944 Election had Walter Winchell in the Plot against America, but also has John Lindsay a stand in for Thomas Dewey.

Hockstader is a Truman analogue. Thingmaker is a communist President and may be overthrown.

If the election comes down to Hockstader vs Lindsay, a nod to the infamous "Dewey beats Truman" will be made, possibly reversed.

Peng Tse Tung is our Mao Zedong analogue.

Wu Qinghua's source material is famous for being played in front of Richard Nixon during his visit to China. Something possibly alluded to if a player commands China and ends the game, resulting in a "Distant finale" where Wu Qinghua meets a Nixon Analogue(with the name either being one of three: Ferris F.Fremont(Radio Free Abermouth), Richard Monkton(The Company), or Lex Luthor(Just Because). If Nixon is actually featured Fremont is his birth name but he uses Monkton since the Fs in his name translate to 666 is numbers(fitting since in this timeline he is also the adopted father of Damien Thorn, the Antichrist).

Chen Zhen is difficult to put in given his multiple appearances. He first appeared played by Bruce Lee in Fists of Fury, but has since appeared in other films such as Legend of the Fist, which gave him a Kato costume as a nod to Bruce Lee's role in The Green Hornet tv show. Here if the Chinese Civil War is interrupted, Chen Zhen, a general leading the armies, is captured by the Japanese but saved by Britt Reid and brought over to America. After the war he has two options, he either returns and possibly helps the Nationalists fight the Chinese Civil War, or becomes a Vinewood(Hollywood stand in from Grand Theft Auto) Actor, with a pretty successful career starring in movies like A Fistful of Yen in the epilogue(well aside from that one time he picked a fight with Stunt Double Cliff Booth)

And that is what I have so far for the Major Powers. Let me know what you think. Will put in my ideas for Lesser countries next.

There is a mod for Hoi4 that recreates Orwell's 1984. Maybe that could be referenced?

For minor countries its worth noting how many fictional "generic middle eastern or South American dictatorships" there have been in fiction. My favorite of which is the mildly offensive version of Libya shown in the transformers animated show.


Theres a ton of these out there and they could be used to fill in some of the blanks for various minor countries.

Referencing the mod itself? maybe. 1984 already has several references. At the start date Britain going fascist should be not a matter of if but when. For example in Superman and the War of the Worlds, The Martian Invaders kill many figures in 1938, including FDR, Hitler, Churchill and Stalin. Most nations go democratic in the aftermath but Britain goes fascist under Oswald Mosley. It's usually a matter of if Prime Minister line goes down to Churchill and if Churchill is either killed or forced to step down, possibly in failing to prevent a national tragedy, then Fascism takes over. Like in the Source material Big Brother is more of an idea than a man so even if the leaders are killed, as long asFascism remains so does Big Brother.

I'm not sure how it would work but I was thinking of future possible mods that can be converted to, allowing you to possibly have Big Brother survive until 1984. There's also other possible Fascist Britain regimes like one under Timothy Hobson(The Guardians), or Norsefire(V for Vendetta), which I imagine could appear anywhere between the 90's(The graphic novel) and the 2030's(the film). Viviene Rook from Years and Years would also fall into this as her plan was to introduce concentration camps.

Afghanistan/Helmajistan(Fulmetal Panic).
Albania/Freedonia(Duck Soup)-
Headed by Groucho Marx, himself, Rufus T.Firefly, the charismatic leader who seems to talk only in puns, quips and insults, sometimes all at once. He's recently gained the ire of Benzino Napaloni, who wants to assassinate him only for Firefly to convince his own assassins to switch sides. one event has Firefly and his allies flee to America under multiple false identities. Firefly has also recently annexed the nation of Sylvannia Firefly practices his own brand of "Marxism".
Angola/Sangola(Oh Schucks...Here Comes UNTAG)- does not exist as a nation at 1936 start
Argentina/Mandoras(They Saved Hitler's Brain)-No replacement yet, though the "Argentina is Nazi Land" trope is likely to be at play here with all the Fictional Nazi leaders.
Armenia/Dacan(Ministry of Defense Game)-Armenia does not exist as a nation at 1936 start
Australia-Not too many direct references to World War II works planned. Though a few others if we go forward in time. Notable potential future leaders include Prime Minister Sir Les Patterson and Saxton Hale(Team Fortress 2). Australia also naturally becomes Mad Max Land in the Post Apocalyptic setting.

Belgium/Austrania(The Last Volunteer)- Starting Leader is Hercule Poirot from his own series of books. Another possible leader(likely resistance if Belgium is invaded, otherwise he's a reporter) is Tintin Hild from The Adventures of Tintin.

Bolivia/Miranda(The Discreet Charm of the Bourgeoisie)-Miranda when seen in the source material( in 1972), has strict military, oppressive Leadership and a high murder rate, making it likely either Fascist or Communist. The naming suggests Simon Bolivar was named Simon Miranda in this universe.
Botswana/Botswanga(Le Crocodile du Botswanga)- does not exist as a nation at 1936 start
Brazil-No Replacement yet, though I actually have a plans for Brazil. In addition to being the center for a plot to clone Hynkel(The Boys from Brazil), Brazil is the target for an invasion led by Hugo Danner and his superpowered children(Hercules is a super strong man from the novel Gladiator, but the idea of him leading a Superhuman army of his own children is a plot point in DC Comics, due to the novel being Public Domain). Hugo Danner's army invades Brazil, however the timing is somewhat fortunate as the Race(alien lizards from WorldWar), invade South America and other areas in 1942. Hugo Danner's army picks a fight and basically the two cancel each other out. Whoever wins goes onto become a threat to the rest of the Continent but could also likely be weakened in the aftermath, allowing them to possibly be killed off.
British Raj/India- India in this universe gained its independence following the 1898 Martian invasion. It is now a constitutional monarchy. The long lost Nemo family has returned to it, the original Nemo's daughter, Janni Dakkar, is technically Queen but the Nemo's still prefer to command the seas in their mighty Nautilus submarines, the fleet led be Armand Robur, who is the splitting image of the Classic Captain Nemo appearance. Meanwhile the Prime Minister role is taken by two men, Mowgli Sethi(The Jungle Book), and Sohan Bhai(Our Ghandi Analogue from the novel Happy). Bhai specifically is likely to nuke you, should he gain WMDs. It may also be home to the Midnight Children from the series of the same name, children who were born and gained superpowers when India was declared independence, basically being mutants. You may also have to be weary of a young and seemingly immortal but superhuman being named Khan Noonien Singh.
Bulgaria/Vulgaria(Chitty Chitty Bang Bang) -Ruled by the Bombhurst Dynasty(our analogue to the Habsburgs), The Bombhursts are tyrannical, even sending the much feared Child Catcher to abduct children in the village. This also means the city named Habsburg is renamed to Bombhurst. There should be an award for nuking.

The Dominican Republic or Cuba should be under the rule of El Presidente from the Tropico series... and, because El Presidente in game can adopt basically any ideology, he remains the leader if his nation changes political parties. Just switch the symbol on the hat.

That's actually what I was planning. Making Tropico Cuba and making it so the Ideology changes constantly depending on what El Presidente feels like that day. The Dominican Republic is replaced by San Theodoros from the Adventures of Tintin, which tends to change hands between two men leading two factions(something quite common during the Cold War). It's either dictator General Tapioca, or General Alcazar, who is more pro capitalist, as Tintin as helped him overthrow Tapioca a few times.

Home to the Komeer Beige Army, a parody and replacement for the Khmer Rouge Army. Led by Trahn, a stand in for Pol Pt. Vietmahl does not exist as a nation at 1936 start
Canada-Likely no Replacement. The British Royal family will retreat here if Britain is not safe. Canada has odd effects. Defeated individuals burst into coins(A reference to Scott Pilgrim vs the Worlds). It is led by Johnny Canuck, though other fictional Canadians can take command. The immediate succesoor is Lord Penrose from the Sherlock Holmes Story, the Scarlet Claw(It's a Basil Rathbone era Holmes story, which moves the action to a World War II setting, making Penrose a Mackenzie King stand in). Canada also houses the experimental Weapon X program.
Chile-No replacement yet. Though Augusto Pinochet has one in Antofagasto Panocho from The Tyrant.
Colombia/Val Verde(Commando, Die Hard 2, The Predator) Val Verde(or rather the name) has been used in multiple Action Movies. I imagine it is a military dictatorship as it is often depicted as but there could be an event that generates an alien Yautja or Predator coming down to wreck havoc.
Costa Rica/Costa Gravas(Chuck) Possibly under the leadership of Alejandro Costa from the same show.
Croatia/No replacement Yet. Croatia does not exist as a nation at 1936 start
Cuba/Tropico(Tropico). Headed by the Mysterious El Presidente. the game Tropico allows you to change you country's government into whatever you'd like. As such Tropico when AI controlled will likely switch constantly but El Presidente will always be in charge. In the 60's the Bay of Pigs, becomes the Bay of Llamas due to them being everywhere in Tropico. The Cuban Missile Crisis is also renamed.
Czechoslovakia/Ixania(The Dark Frontier). The Dark Frontier is a novel about Ixanian scientists inventing the Atomic Bomb but being prevented from getting the formula to the Nazis. While most of the research was destroyed. They have resumed their work. Possibly giving the Nazis an advantage that would allow them to create the Atomic Bomb first(well maybe by 1944 at least).
Denmark/The Southern Isles(Frozen). Just a name change as the Southern Isles are evidently in or around Denmark according to tie in material.
Dominican Republic/San Theodoros(The Adventures of Tintin). Switches constantly between two fighting Generals, General Tapioca and General Alcazar. Tapioca is a straight Dictator while Alcazar works most closely with Democratic countries. The capital is renamed every time one takes over. Most of the time the country reverts in between Tintin stories, so its likely leadership will change when you aren't looking.

Marvel Locations:

Attilan-
The City of the Inhumans residing in the Himalayas. If found the Inhumans will fight back if attacked. It's possible for them to teleport away, in this case to the Blue Area of the Moon, if defeated or nuked. They will likely remain neutral otherwise.
Azania- A Neighbour from Wakanda but also a fictional country from old Roman Writings and the novel Black Mischief.
Bartovia- Also mentioned as in the Simpsons, a similar country appears as a joke. It is a small Island shaped like Bart Simpson's head. Sideshow Bob stabs it on a globe while trying to pick where on Earth he will go.
Genosha-As in Comic continuity, Genosha is a dictatorship that enslaves mutants but is famous for its trade. Magneto is a child in this setting, but an afterward could show Magneto living on the island, especially if Genosha is liberated in game, showing it becomes a Mutant Paradise.
K'un-Lun- One of many lost cities in the Tibet region, the most famous of which is Shambhalla, which basically replaces Tibet. The presence of Martial Artists in the area like the Iron Fist as well as sorcerers like the Ancient One or Dr.Parnassus will make the conquest of Tibet, or the Chinese Civil War very different if they get involved. Several people also travel to these regions to train, including Bruce Wayne and Victor Von Doom.
Krakoa-At this point chronologically, is likely just to swallow up anything you send at it unless you send a superhero team with a psychic on it.
Latveria-Ruled by Dr.Doom himself. though whether or not he'll help the Nazis or the allies is anyone's guess. Though god help you if you invade his country.
Lilliput-I guess this counts since this is a Gulliver's Travels Island. Several other places Gulliver visits would be in here, mostly colonized by Britain(reality ensues here because Britain was obsessed with Colonizing at the time of Gulliver's travels so as soon as they learned there are new lands, they'd snatch them up). The Lilliputians remain, but if the fighting in the Pacific reaches them then they will retreat to either Japan(becoming "the Borrowers" from the Secret Life of Arriety), or to Gravity Falls in Oregon(The Liluputtians from that show).The fate of other Gulliver's Travels nations are implied. Brobdingnag, the land of Giants was annexed into North America(explaining the presence of Giants in American folklore such as Paul Bunyan and Alfred Bulltop Stormalong). The land of the Houyhnhnm(intelligent Horses) was attacked and used magic to disappear in another dimension(becoming the land of Equestria from My Little Pony, pretty much the only reference I have planned to make, unless we reach a Milliennium Dawn type era, at which case there are mentions of Flanksy, a stand in for Banksy).
Madripoor-Our Stand in for Singapore.
Ruritania-Replaces Romania, though Transylvania is an independent region for obvious reasons, namely Dracula.
Sokovia-Replaces Estonia. No planned role for it, unless a sequel covers the Age of Ultron era, though it would get a mention as the birthplace of two of Magneto's children.
Wakanda-Has vibranium Mines and is super advanced. though one story set in WWII shows that weapons from that era still cause a lot of damage, so taking Wakanda isn't impossible. I'd prefer the leader to always be identified as the Black Panther, no name, hiding whether its T'Challa or one of his relatives.

DC Locations:
Atlantis-
Atlantis will be located in the Atlantic Ocean and likely swap leaders from across Fiction. The main ones being Arthur Curry(who is friendly towards the Allies), Namor(who is against the allies but will also attack anyone who attacks Atlantis, even forming alliances), and Milo Thatch, who is American and so is a Democratic representative in Atlantis.
Bialya-Stand in for Syria. Can fall under the control of Queen Bee.
Blackhawk Island- Home base for the Blackhawks, which consist of members of countries occupied by the Axis, as such their in game roster is likely to change.
Corto Maltese- A Small island off the coast of South America. It is named after Corto Maltese, a fictional explorer who is a real figure here. Corto Maltese himself is said to have gone missing during the Spanish Civil War.Here he fell into the world from Pan's Labyrinth and can possibly make his return, as such it is possible for Corto Maltese to lead a war against Fascist Spain and also be in possession of Corto Maltese. It's likely he was shipwrecked on the Island and named it after himself.
Dinosaur Island-Will possibly surface at the Centre as in the New Frontier in 1960, now its an island filled with Dinosaurs, also possibly known as Skull Island and the Savage Land.
Equatorial Kundu-A Name used in Izombie but also Newsroom and The West Wing. It is our stand in for Rwanda since The West Wing depicts events themed on the Rwandan genocide(albeit about a decade later).
Khandaq-likely a part of egypt, Black Adam will likely appear in 1945 and possibly usurp control of Khandaq, possibly invading and uniting it with Egypt.
Kasnia-At least starts off as a Monarchy, which Vandal Savage will try to takeover.
Markovia- Country of origin for Terra Markov and her brother Geoforce.
Oolong Island- An island home near China and East Hun Chiu(North Korea). Mad scientists work together on the island, making it heavily guarded but also a great boost if a player captures or convinces the mad scientists there to work for them.
Qumar-Stand in for Saudi Arabia, also mentioned in Izombie, and the West Wing.
Qurac-Replaces Iraq, Baghdad is replaced with Agrabah from Aladdin.
Santa Prisca- small caribbean island. Future home of Bane.
Themyscira-Has made contact before but returned to isolation unless approached. Led by Hippolyta and will result in Wonder Woman joining the War.
Vlatava-soviet Union occupied country. Home of Count Vertigo.

Now Superheroes would be tricky to do. My concern is making one nation, namely the US too overpowered by giving them too many, though they can be balanced out with some advanced technology. For example the Soviet Union can have Red Star, the Nazis had Captain Nazi, Masters Man, and the Ubers from the comic of the same name. Japan has the Ogon Bat, the US has several that can be created but are individually not as strong as several of the other ones. Other Heroes and Villains can appear in random countries. There's also the chance that if a Superhero fights for one country, a villain of theirs will offer their services to that country's enemies, like if Superman joins one Country then Lex Luthor, and the Ultra Humanite will offer their services to the country his country goes to war with.
 
Would South Africa include some elements of the Draka books? Definitely not owning all of Africa or being a Fascist superpower at the start, but maybe Drakaverse characters like Shrakenberg could be present, perhaps combined with South Africa owning more of Britain’s African territory too?

The Draka would replace South Africa and be intent on expanding itself. In 1942, the Race from WorldWar arrive and attack Africa starting at the tip, so the Draka have something to worry about. They would also have difficult taking Wakanda for obvious reasons, who just might get involved if the Draka start to take the continent.
 
Germany Portraits
So I got a bit inspired by the thread's OP and decided to put some stuff together, mostly derived from existing assets in Hoi4 (which I'll mention at each point).

Germany's starting leader is Mr. Hynkel, who has a couple traits (balance of which to be determined, although they shouldn't be too crazy, I did slightly alter them from UMC Germany). Mr. Hynkel's portrait, as well as Germany's flag, are taken from a Great Dictator mod for Hoi4. As for the other potential Fascist leaders, at the moment I've only included a few additional leaders, currently just handled through the Oster Crisis and any other way that Hitler in the base game can die.

Forgive the ugly format of the image, but this demonstrates well enough the current system of Fascist leaders. Kemmler and Herring are the resident Himmler and Goering counterparts and act fairly similarly, while Strasse is entirely new. Strasse's portrait and a couple of his traits are taken from a Hoi4 Wolfenstein mod, though I'm pretty sure all the portraits are just the actual Wolfenstein appearances. Herring's portrait is self-made, for better or worse, while Kemmler still uses the base-game Himmler portrait, for lack of a picture in Dresden Files.

Wilhelm Klink is the Democratic leader for Germany, for the same reasons as outlined in the OP. Hypothetically, there could be other Democratic leaders, but that would come with changes done to the Democratic path itself, which... hmm, is a possibility. Klink currently doesn't have any traits, mostly because I'm just a bit lazy. In this case tho, any additional traits would be done if multiple democratic leaders get included.

Freder Frederson is the Communist leader, essentially much like the original OP, though I went with Jon Frederson's son rather than Jon himself. The Exiled trait is a holdover from base game's Wilhelm Pieck. Perhaps Frederson's place of exile is somewhere further overseas like the UK or USA, as I'd imagine Stalin (or, well, his counterpart) would probably not approve of Mr. Frederson's Bourgeois roots.

I should mention that Frederson's portrait is actually just a picture of the actor who played him, rather than specifically being from the movie.

Also ignore the bad spelling.

Okay I just put Wilhelm III here for lack of anything else with non-aligned. If Germany goes down the Oppse Hynkel -> Restore Kaiserreich path (assuming the focus tree doesn't change too heavily) then Wilhelm II might include some elements from George Shaw's Inca of Perusalem.

Also the portrait probably won't work without Waking the Tiger, so maybe I should add a new portrait?

Speaking of Oppose Hynkel, this brings up Senor Hilter and its varients. A Senor Hyknel path could open up for Argentina if Germany does Oppose Hynkel, with Hynkel, Strasse, and other escaped Nazis maybe building their new Fourth Reich in South America, making something happen there. Adam Hilt, the US version of Senor Hilter... could just be an alternate version of Hitler who's parents immigrated to the USA, much like how Joe Steele is mentioned in the OP. This could lead to the hilarious possibility of Adam Hilt vs. Joe Steele running for president of the USA.

I haven't messed with East or West Germany, or touched the German sub-kingdoms that Napoleon can make exist. They're probably gonna be a lower priority than at least the other six majors + China.

Wow. I'm impressed.

So I did intend to use Freder Frederson. I do consider Adenoid Hyknel being in Argentina. Now I did mention Adolf Hitler moved to America instead so he could pop up either as a science fiction writer(The Iron Dream) or as in a Charlie Chaplin esque role(implied in League of Extraordinary Gentlemen though another possibility is Archie Maplin from the Doctor Who comics in the Chaplin role. Some of this films are even name dropped like the Great Oppressor(The Great Dictator) and Future Times(Modern Times). We also have Jake Featherston, the Hitler of Timeline 191(Steele vs Feathers?).

Finland/Cimmeria(Conan the Barbarian/If On a Winter's Night a Traveller...) Two countries named Cimmeria have been combined from two different stories. The first is the home of Conan the Barbarian, which takes place during the Hyborian Age(in this setting about 10,000 B.C. and also includes Westeros(due to England not being explored in the Conan stories, which has a world with the same geography but different country names and Lord of the Rings. Conan is a revered figure that mysteriously vanished while ruling as King and in this context is summoned to the Present(which has happened a few times in marvel Comics). The second Cimmeria is a country mentioned to have ceased to exist between the first and second World Wars, here it would canonically have seized to exist somewhere between 1936 and 1939 to make this true, possibly being invaded by the Soviet Union.
Georgia/Pottsylvania(Rocky and Bullwinkle)Pottsylvania does not exist as a nation at 1936 start
Greece-No Replacement Yet. Will likely be granted access to Greek Gods, Monsters and Heroes. The only direct replacement is Theo Tomasis from the Greek Tycoon replacing Aristotle Onassis.

Haiti-No Replacement Yet. Has access for more intelligent zombies as a nod to the Haitian myth. It is commanded by "Murder" Legendre. Bela Lugosi's character from the horror film White Zombie.

Hungary/Zubrowka(The Grand Buddhapest Hotel).. Buddhapest is the capitol of Hungary, one would think the Grand Buddhapest Hotel is in Hungary but in the film it is actually in Zubrowka. So there you go.

Iran/Asran(Area 88)-Is a Monarchy. Will undergo the equivalent of the Asran Civil War in the 70's in an an effort to overthrow the King. Is more advanced than Iran, having access to stealth Jets. Will also in the future be involved in the Asran Hostage Crisis(alt-Iran Hostage Crisis, which will be partly resolved by the events of Argo, though the movie they were pretending to make was actually made here.
Iraq-Qurac(DC Comics)-Contains the City of Agrabah as a replacement for Baghdad(which is destroyed in the evens of Call of Duty: Modern Warfare. There is a possibility of finding Genies here.
Ireland-No replacement Yet. May be home to Banshees, Wilo-Wisps, Lephrechauns and the like.
Israel-No replacement Yet. Would have access to Stone Golems. Is historically much older as the Bible including Kings David and Solomon among others is treated as Historic fact, as such there is likely more support for Israel. Jacob Barnhardt and Anne Frank could also be mentioned(Barnhardt being a possible leader as a nod to Einstein being offered the role). They are also likely to get a young man named Erik Lensherr on their side with magnetic powers. Israel may or may not exist at game start.
