Healthcare reform passed in Bill Clinton presidency

What if healthcare reform had been passed in 1993/1994? It doesn't have to be Hillarycare exactly or championed by Hillary Clinton but it has to be a relatively similar initiative. How could this be done? An idea I'd suggest is that Al Gore, not Hillary Clinton, takes control of the effort and writes it with Congress and then manages to get it through without antagonizing too many people. What would be the effects? Would the 1994 Republican Revolution and Congress under Gingrich be avoided(probably)? How would the 1996, and then 2000 election go TTL? How would the Bill Clinton presidency go? What if?

Btw, this is an idea for a minor TL detailing the alternate Clinton presidency using the fstyle of 'A Different Path' and ending with the alternate 2000 election and on January 20, 2001. Probably won't happen but it's a possibility.

The devil is, of course, in the details of the measure. Is it as poorly planned and atrociously implemented as Obamacare or do they bother to read it BEFORE passing it?

While Gore might have been able to get more accomplished with less antagonism, that's not the Clinton's style. In any case, if it's passed, it's almost certainly going to be passed in a way that leads to lots of acrimony and no implementation of a health care effort on that scale is going to be without problems.

I think the Republican Revolution of 1994 remains as likely, or becomes more so. Perhaps the level of acrimony we've seen during the Obama presidency is just moved up to the Clinton presidency. If so, many of the things Clinton managed to push through might be in jeopardy.
 
I think there's a chance that healthcare reform could be passed. Unlike in 2009 there were some Republicans who were open to reform and it could be a bipartisan initiative. The Clintons did manage it atrociously but it could be done well. And the 1994 Republican Revolution could be even more dramatic if it's rammed through and there is a big fight like Obamacare but if it gets around 70 votes and is not a humiliating failure then the Revolution might be averted, though Democrats would still suffer big losses for the Democrats due to the other factors that led to it. Anymore thoughts?
