Have the honstafurn unite the Holy Roman Empire and Sicily as one kingdom

This must be done by 1250 and the empire must be as centralized as possible for 13th century medival Europe. The elections can still be there but the honstafurn must have a large personal power base (land holdings) through out the empire making the elections a formality. Can this be done?
 
Well, THAT's not going to happen. If only because the HRE wasn't one kingdom, but an empire with constituent subgroups.

Could Sicily have become part of the HRE? I'm sure it's possible. Could an HRE (whether it contained Sicily or not) become a unitary state? No, it's too big, and the administrative structure doesn't exist.

I don't think that's an unsolvable problem(there are larger countries with similar problems that were solved),but first things first,the Hohenstaufens will need to first eliminate the elective nature of the throne first.It's no good if the throne could pass out of your dynasty and into the hands of 'popularists'(for lack of a better term,what I meant is nobles who promise greater privileges) every time a child ruler came to the throne.
