As
@nbcman said, this obviously requires an Axis Greece and Turkey. The problem is that each of these is exceedingly unlikely, let alone both together. Greece has no reason whatsoever to join the Axis and Germany did not want them to join as well (a neutral Greece was preferable to a German allied one that would have to be defended from Britain). Turkey might have something to gain from joining the Axis but Turkey was ruled by the very cautious İnönü who as shown by OTL would not join either side until their victory seemed certain. In any case, even if Greece and Turkey were Axis aligned, based on common sense and the general Soviet policy, Bulgaria would not be getting any of their territory, as the Soviets would not reward a former Axis country, but rather create Communist government in Greece and Turkey which would provide them with basing rights.
