As the tin says. Hasrubal's messengers evade Roman Patrols and get to Hannibal.

Now by no means is a Carthaginian Victory assured at this point, but it does open up a number of possibilities favorable to Hannibal and strengthens his faction in the Carthaginian Senate.
 
Even with Hasdrubal's reinforcements, I'd give Carthage 50/50 odds at winning the war - Hannibal would have to pull out one or two more big victories with that army to force a peace, or to be able to besiege Rome without a bunch of armies attacking him while he does so, but the odds, IMO, would've significantly increased for Hannibal with Hasdrubal's reinforcements.
