Harding administration with a different cabinet

Suppose, on astute advice from others, Harding kept (the worst of) the Ohio Gang at a distance or out of appointive office altogether, and perhaps made one other insightful appointment? If so, how would his administration played out, and how would he be viewed today? As a jumping-off point, let's suppose that his cabinet looked like this in 1921:

Commerce: Herbert Hoover

Avoiding Mellonomics and Daugherty's blindingly corrupt Justice Department wouldn't be the worst developments :)

That being said, Daugherty is going to get whatever he wants due to his control over Harding.
 
Two Hoover questions:
First, would Stone approve of J. Edgar Hoover as FBI head as IOTL or would there still be butterflies?
Second, would Hoover and Wallace still fight over agricultural policy? Would Dawes and Sproul weigh in on one side or another?
