Hanover without Britain

What if someone else becomes King of Great Britain (doesn't matter who for the present) in 1707 and OTL's George I stays just as elector of Hanover?

I ask because some people have suggested that Hanover could have become a great power in Germany, maybe on the same level as Prussia, if Britain hadn't been there as a distraction and eventually a preferable home to its electors. On the other hand, George I and George II: This time it's personal tended to see Britain mainly as a cash cow for financing their wars in Germany, so the Hanoverians and their allies will be less well funded in such a TL, too.

Any thoughts?
 
Didn't Hannover have a rather nice, effective self govenment though when its duke was in Blighty?

I suppose this might stifle expansion though...it'd only care for Hannover and not for expansionism.
