He didn't really had that in him. He was a reformer, yes, but it was more about turning Ethiopia from a feudal state to a more modern centralized autocracy (and he wasn't that usccesful with that either).or you know, Haile could just abolish the autocracy of the government and turn Ethiopia into a constitutional monarchy. He wasn’t capable of doing that by the time the 1974 Revolution came around, considering the Derg actually managed to get him to cede a significant amount of power to the lower chamber of parliament.or you know, Haile could just abolish the autocracy of the government and turn Ethiopia into a constitutional monarchy. Haile Selassie wouldn’t be capable of doing that but if Amha Selassie becomes Emperor when the Derg offers it to him, you could see Amha actually transform Ethiopia into a constitutional democratic monarchy. In many ways it's the same thing. You can't modernize a decentralized country from above.If you don't want the Derg to come along as it did, have Haile Selassie focus on modernization instead of centralization in the aftermath of the Italian occupation.

How is that going to work? The newer, younger intelligentsia saw the older intellectuals as soft and weak to the interests of the autocracy.A government of national unity, of the new and the old wise hands.
Considering the quasi-democratic Ethiopian parliament was dominated by the landed aristocracy, I don't think this is going to be successful.there was a small middle class, who wanted a Jordanian style system. some democracy, but a substantial royal veto.
