Emperor Charles might conceivably keep the trappings of State already in use, meaning the Crown of St. Stephen and the Crown of Rudolf on the Austrian red - white - red, as well as the Coat of Arms. However, he may also revert to the schwarz - gelb, the black and yellow flag which was the traditional flag for the Habsburgs prior to the Ausgleich
 
i nmy timeline the flag is black-white-yellow, black-yellow for the Habsburg monarchy and white stands for unity and peace.

i am not so a fan of having two crowns on the coat of arms. but would it be possible to make a new symbolic crown or use the rudolf crown ?

for example this coat of arms from 1915 uses a crown i don't know, is it a symbolic, non existant crown ? or is it just a stylzed version of the rudolf crown ?

I think Austrian Silesia has many Poles, perhaps they can integrate Cieszyn to Galicia-Lodomeria or the Grand-duchy of Krakow if they separate the Polish part of Galicia-Lodomeria from the Rest of Galicia...

I suspect if Emperor Charles' plan to reform the Monarchy was successful, he would have retained the traditional emblems - either the Two Crowns, or the Rudolf - in both cases to symbolize the unity of all the peoples, regardless of what the internal division of the Empire was like. Changing heraldry and emblems opens up another can of worms altogether. Perhaps an advisory committee would be struck to discuss the subject, it's hard to say.
