Exactly what it says on the tin. In this timeline, Grover Cleveland doesn't have the distinction of being the only man elected to the Presidency twice non-consecutively. Instead, he's just another one term President. Now really, this amounts to two different scenarios which probably merit their own discussion.

Scenario 1: Benjamin Harrison somehow wins reelection
Scenario 2: Governor David Hill of New York is nominated by the Democratic Party in 1892 instead of former President Cleveland. The conditions that led to Cleveland's victory lead to the David Hill Presidency.
