Großdeutschland Scenario?

Without WW1 let's say Austria-Hungary still falls apart. Imagine Yugoslavia type of break up but bigger and more chaotic. Germany comes in to try to "stabilize" the region. It annexes the German and most of the former Holy Roman Empire parts of the country while puppeting the rest. It makes Banat a indepedent German nation under German protection. Germany makes Transylvania into a multi-ethnic nation between Germans, Romanians, and Hungarians. Italy is given some lands they want. Hungary is cut down and puppeted forcefully for likely being a big reason for the conflict. Hungary is made up of its modern territory and Slovakia. Croatia and Galicia I am not sure how they would handle. Probably make the parts of Croatia not given to Italy an independent German puppet while giving Galicia to Russia. I also see Germany putting something in place in these regions to make sure Germans across these new nations are a protected and preferably a privileged class so they can use them as economic leverage in the region.

Additional and optional extension to this, let's say Europe suffers a repeat of 1848 revolutions without a Great War but this time it is much more widespread and bigger. Austria-Hungary suffers the above fate but Russia also suffers a massive revolution like the ones seen in 1917. Germany sends forces to "stabilize" some of Russia from the chaos of the revolution. Germany repeats what it did above somewhat. They make the Baltics one independent puppet state and does the same to Poland who also gets Russian Polish lands and Galicia. The successor government in Russia is able to retain the rest of its land or most of it after the revolution besides the ones Germany took away. Britain let's Germany do all this because they think Germany is the best option for keeping the region calm. France is upset but doesn't challenge Germany because of unrest at home and Germany while dealing with conflicts out east are mostly fighting revolutionaries and smaller nations. They aren't fighting a great power so France doesn't feel confident enough face off against Germany without the support of a other great power.

I don't think Kaiser Wilhelm & his ministers were smart enough to accomplish all these annexations. They were very clumsey politically.
True but in a situation where Austria-Hungary and Russia implode into revolution and revolt that might not matter as much. Britain might give Germany a free hand in cleaning this chaos. Britain might demand something in exchange for this or insist on being the middle man in negotiations. France can't really do much but complain without backing from a other great power. Also something similar to the Great Depression could still happen in the 30s or 40s without ww1 so this means a new generation of leadership for better or worse. This means new Kaiser and ministers unless the monarchy is removed somehow in the 20s or after. I could see Britain stepping away from continental Europe and allowing German hegemony of most of the continent as time passes especially if Germany agrees to recognize British dominance at sea and other places in the world. Additionally, France and Russia could easily piss off Britian so they might become more friendly with Germany especially after the current Kaiser is replaced. Furthermore, this is a good chance to make Italy a solid ally within the Central Powers. Germany can give them most of their claims over former Austria-Hungary and that satisfies Italy's eastern claims. That only leaves Italy with claims and conflict with France who now can't do much against the central powers with a weaken Russia and a neutral Britain.
