Greatest Voter Apathy in the UK?

How is it possible for the public in the UK so that apathy is incredibly widespread? I mean so that the vast majority of the public feels politically powerless, meaningless and isolated and this is reflected in national and local polls as well, with incredibly low turnout?

What would the reaction be from the political class and worldwide as such public apathy in the UK?

Well something like that generally doesn't happen overnight, it would be something that has been long standing. Remember, high voter apathy generally means two things. 1) That a political system is largely indisputable democratically and is long standing 2) People have accepted this fact. Basically, the UK parliament at some pointed needed to become repeatedly resistant to public demands, but not to a point where it pissed them off enough for revolt.

No Iraq war (and 9/11?) or European constitution rumblings (to a lesser extent) coupled to a seemingly invincible Blair government could well extend the crash in turnout that started in 2001.
 
I do seem to recall that in the recent police comissioner elections down south that there was a tiny turnout with at least one polling station recording a turnout of 0. Didn't stop some politicians from thinking it was still an excellent idea. :p
