I'm going for Agrippa, but Stilicho has a special place for me, so it's close.

Though there are a few other good ones that should make the list: Corbulo, Vespasian, and Severus and Aurelian come to mind.
 
I would have voted Corbulo, if he had been on the list. I like Corbulo. I think I'll have to say Germanicus though.
 
Also about Stilicho. He had next to no military experience when he became magister militum of the west. The only real military experience he had was at the Battle of The Frigidus. That explains why up until he defeated Alaric in northern Italy, he was very hesitant about conducting pitched battles himself. He lacked confidence in his ability to fight pitched battles. After he won a major pitched battle, he seems to have gained that confidence.
