On which one? I do not find anything relevant on wikipedia or the wiki here. Its just on the wiki page.
With regards to Spain on the side of the Entente I have some very different sources on this topic.
According to Forsbach, Ralf, Alfred von Kiderlen-Wächter (1852 – 1912) – Ein Diplomatenleben im Kaiserreich, Vandenhoeck & Ruprecht, Göttingen 1997, Vol. 2, pp. 533 ff. Spain tried to get closer to Germany right from the beginning of the crisis. The Spanish war ministry offered logistical support to uphold the communication lines to the ships in Agadir. That was rejected by Kiderlen-Wächter. Furthermore the Spanish king offered later 817th july 1911) to cooperate with Germany to contain France. He told the German ambassador Ratibor that he would mobilise in a French-German war so that at least France had to move a part of its forces to the south. He also offered the Spanish ports as coaling stations for German war ships. All this was rejected, too.
In the end German diplomatic bumbling let Germany be caught between two (or better four) stools.
Of course, that offer had come before the Mansion House speech. But still I think that a benevolent neutrality on part of Spain is not out of the question if Germany was to act more wisely.
Kind regards,
G.
